The Emandla Ekuphila Water User District is an irrigation district established as per the provisions of section 73- 75 of the National Water Act of no.7 of 2003.
The irrigation district was established by government gazette to exercise control over the operation and maintenance of water works in the demarcated area of operation and distribution of permitted volumes of water in accordance with permits and exercise such powers with respect to enforcement of permits and the provisions of the Water Act.
